Connecticut Solar Power Rebates And Incentives

Solar energy systems represent a significant positive investment for either a home owner or business that delivers inexpensive power for decades. With the generous incentives available, that investment is even more affordable. These incentives include a wide range of federal, state and local programs that substantially offset initial costs in the form of tax credits, rebates, grants, loans, leasing and direct equipment sales. These programs, though extensive, can be confusing to identify and understand, then to file the appropriate documents in order to receive your rebates once a system has been installed. Commercial and Residential Solar Energy Financial Incentives

The Connecticut Clean Energy Fund (CCEF) has approved $2 million for a new residential solar power (photovoltaic) program to complement its existing commercial solar power (photovoltaic) program. The three-year residential program will provide solar installers with monetary incentives that will be passed on to their customers in the form of rebates. Participation by installers will be limited to those selected through a Request for Proposals (RFP) process.

The rebate level has a funding cap of $25,000 per residence (up to 5 kW). Projections show that the residential program could result in a minimum of 80--and as many as 400--residential installations, depending on the size of the solar power systems installed.

The program will run on a rolling basis with no specific application deadlines. The first RFP within the three-year program will make available an initial block of $500,000. A future component will include $200,000 for low-income housing.

A 30% federal tax credit also applies to residence systems, up to $2000.

Local Option for Property Tax

Connecticut allows municipalities the option of offering property tax exemptions for certain renewable energy systems. Such systems include solar space and water heating, photovoltaic, wind systems, fuel cells, and micro-hydro. Adoption of this exemption varies from one municipality to another. In some cases, the exemption applies to the total value of the qualifying renewable energy system and can be applied to residential, commercial and industrial property.

For example, for "Class I renewable energy sources," defined as "energy derived from solar power, wind power, a fuel cell, methane gas from landfills, or a biomass facility, provided such facility begins operating on or after July 1, 1998, and such biomass is cultivated and harvested in a sustainable manner," and hydropower systems, the exemption is for residential applications and may apply to the total value of the equipment. For other technologies, the exemption may only apply to the increased value of the system as compared to conventional systems.
